Process for Review and Adoption
of an Updated Master Plan for Woods Park

Improvements in Woods Park are guided by a master plan adopted
by the City Council in 1992. More than $1.5 million in improvements
consistent with the master plan have been completed in Woods
Park in the past few years. The master plan includes six additional
tennis courts beyond those that existed in 1992 -three north
of Woods Pool constructed in 1999, and three east of Woods
Pool. The timing for construction of the three tennis courts
east of Woods Pool is undetermined.
Earlier this year, the Parks and Recreation Department initiated
a review and update of the master plan for Woods Park with
encouragement of representatives of the Woods Park Neighborhood
Association On July 15, a general public meeting was
conducted to gather information to guide updating the master
plan for Woods Park. A second purpose of this meeting was
to invite participation in a committee that would meet to
discuss topics and suggestions identified during the general
public meeting. It should be noted that there was not discussion
of removal of the three proposed tennis courts east of Woods
Pool from the master plan during this meeting.
On August 12, the Woods Park master planning committee
met for the first time. One of the participants recommended
that the three proposed tennis courts east of Woods Pool be
removed from the master plan.
On September 9, the Woods Park master planning committee
met for second time. In addition to other topics, the group
discussed the proposal for removal of the three proposed tennis
courts east of Woods Pool from the master plan. Representatives
of the Woods Tennis Association spoke of the desire to construct
three additional outdoor tennis courts as depicted on the
master plan at some time in the future. One of the representatives
of the Woods Park Neighborhood indicated that he was not opposed
to the tennis courts, but wanted assurance that neighborhood
residents would be consulted at such time as the courts are
proposed to be constructed.
On October 14, the Woods Park master planning committee
met for the third time. The purpose of this meeting was to
review a final draft of the proposed updated master plan for
Woods Park. Parks and Recreation Department staff proposed
adding language to the master plan indicating that, "space
would be reserved for construction of three tennis courts
east of Woods Pool, and that public meetings would be conducted
to discuss placement of the courts, landscape screening, and
lighting, if any, at such time as funding is available and
construction of the courts is proposed". Representatives
of the Woods Park Neighborhood indicated that they were not
in agreement with the proposed language and wished to have
the courts eliminated from the master plan at this time.
The master plan for Woods Park was adopted by the City Council,
and that significant revisions to the master plan must be
reviewed and approved by the City Council. Representatives
of the Woods Park and Witherbee Neighborhood Associations
have indicated that they would like to have time for the their
organizations to discuss and offer formal recommendations
regarding the updated master plan. The Parks and Recreation
Department is planning to have discussion of the updated master
plan for Woods Park on the February 3,2005 agenda of the Parks
and Recreation Advisory Board. The Board will then forward
a recommendation to the City Council for review and consideration.
The Woods Park Neighborhood Association is encouraged to
discuss and present a position statement to the Parks and
Recreation Advisory Board during their meeting on February
3,2005. Individuals are also encouraged to attend the Advisory
Board meeting, or to submit written material in advance of
the meeting to share their views. Written materials can be
